Board Structure
How ANOHC is governed
Board Composition
- Eight to twelve members elected by the full ANOHC membership
- Each member coalition has one equal vote in elections
- Officers include chair, vice chair, treasurer, and secretary
- Board members who are not officers each serve on one of three standing committees
Board Responsibilities
- ANOHC governance, including bylaws and organizational policy
- Budget management and financial oversight
- Listserv and member communications
- Adopting official policy positions on behalf of all member coalitions
Voting Structure
Governance decisions such as bylaws and media policy are determined by majority vote of the board of directors, with each director holding one individual vote.
Programmatic and partnership decisions are also made by board majority vote.
Policy and advocacy positions are held to a higher standard: they require unanimous agreement from the board before being presented to the full membership for a final vote. Each coalition casts one vote. ANOHC will not take a public position unless there is unanimous board agreement.
Non-Board Committee Participation
- ANOHC members who are not on the board of directors are welcome to serve on standing committees
- Each committee elects its own chair
- Committee recommendations are approved by majority vote of those present

Governance Committee
- Develop and maintain ANOHC bylaws
- Create and update organizational policies and procedures
- Ensure board accountability and compliance
Advocacy Committee
- Identify and evaluate policy issues for board consideration
- Propose advocacy positions for a full membership vote
- Monitor federal and state oral health policy developments
Development Committee
- Budget management and financial planning
- Oversee website development and digital presence
- Recommend and pursue appropriate revenue streams
